US and UK say Russia’s offer is too Little and Too Late!

How would anyone be expected to interpret the US and UK's refusal to accept a cease fire of hostilities to allow humanitarian and medical relief. It seems obvious that The Obama administration who could easily end the stand off by not arming the terrorist are bent on taking out only one man the legal President Bashar al-Assad. This is a war crime in itself.
